A Festival denotes merrymaking, rejoicing, gaiety, celebration - even amusement or fun. But when Dagupan City under Mayor Benjamin Saplan Lim undertakes its 2002 Bangus Festival, it seeks more than jubilation. It desires to inject the true value of the city's bangus to the existence and identity of Dagupan City. As Mayor Lim had aptly put it, there are the so - called California Oranges, the Washington Apples or the German Frankfurtes - and these have come to be known worldwide.
